Let's Talk iCloud Music Library and Syncing

Is there any good reason why having iCloud Music Library makes you unable to sync physical songs you have onto your device?

I should not have to turn off icloud music library to sync songs over, that is a waste of time when my phone is physically connected to my computer. I do NOT want to download every song I add to my library on my phone, I would rather sync them instantly when it is connected to my computer, like we have been doing. If I add 200 songs to my library, no offense but I don't want to have my phone download 200+ songs, when it's more efficient and easier to just hit 'Sync'

This should honestly be fixed, I am not sure why this is how it has to be.
